Joseph Lemoine

Joseph Lemoine is the deputy director of the Atlantic Council’s Freedom and Prosperity Center. Previously, he was a private sector specialist at the World Bank. He advised governments on policy reforms that help boost entrepreneurship and shared prosperity, primarily in Francophone Africa and the Middle East. Lemoine also participated in and led the creation of development indicators on business climate, good regulatory practices, women’s entrepreneurship, and government transparency.

He is the author or co-author of several publications, including Worldwide practices of regulatory impact assessments (World Bank, 2018), Survival of firms in developing economies during economic crisis (the London Stock Exchange’s Financial Markets Group, 2020), and Complementary regulations to improve public procurement (CEPR Press). Lemoine is a graduate of the Georgetown University Law Center, Université Paris 1 Panthéon-Sorbonne, and Sciences Po Grenoble.
